The grade is the whole job.
Usable flat space on a hillside lot has to be built, and building it means retaining, terracing and moving a serious amount of material. The design starts with where the level ground is going to come from, not with what goes on it.
Walls above four feet get engineered.
Anything structural at that height needs calculations, a permit and inspection. We would rather over-build a wall than explain a failed one, and a wall that moves takes everything sitting on top of it with it.
Water runs downhill onto someone.
On a slope, drainage is not a detail — it is the difference between a terrace that holds and one that undermines itself, and between your runoff staying on your property and arriving in your neighbour's.
Fire clearance shapes the planting.
Defensible-space expectations affect what gets planted close to structures and how it is spaced. We design with that in mind rather than planting first and removing later.
Slope is the whole conversation.
El Dorado Hills is foothill terrain, and gradient changes every part of a build. Water arrives with energy rather than sitting, so erosion is a design problem rather than a maintenance one: anything that concentrates flow — a downspout, a swale, the end of a driveway — will cut a channel unless the discharge is spread or armoured. Fine mulches wash; a slope wants a coarse shreddy material that knits together, or it wants planting whose roots hold the surface.
Terracing is the usual answer to a steep garden and it is where the engineering threshold lands. Height is only one trigger. A wall under four feet is not automatically exempt if there is a surcharge above it, a slope steeper than two-to-one behind it, a structure or driveway within the failure wedge, or a solid fence sitting on top of it — and on a hillside lot at least one of those is usually true. Tiered walls are their own case: two short walls stacked close together behave as one tall wall, and spacing them far enough apart to be independent is a calculation rather than a preference.
Access compounds it. A steep lot with a single narrow approach determines what machinery can reach the work, which determines the method, which determines what is realistic to build at all. That gets settled at the site walk, not on a drawing.
Unincorporated, and in fire country.
El Dorado Hills is unincorporated El Dorado County — again no city building department, so permits and grading review go through the county. Much of the area also sits in State Responsibility Area for wildfire, which brings defensible-space requirements into what is normally a purely aesthetic decision: what is planted close to the house, how continuous the vegetation is between the wildland edge and the structure, and what materials are used near it.
That is a real design input and it is not a reason for a bare yard. Defensible space is about breaking up continuity — spacing, irrigated and well-maintained planting near the house, avoiding ladder fuels that carry fire from ground level into tree canopies, and keeping the immediate zone around the structure free of the things that catch embers. A garden designed with that in mind looks like a garden, not a firebreak. Requirements vary by parcel and are worth confirming for yours rather than assumed.
Who signs it off.
El Dorado Hills is unincorporated, so permits go through El Dorado County. Many neighbourhoods also have design review through their community association, which has its own submittal and its own timeline. We prepare and file both.
